“Weiterführende Kooperationsansätze zwischen den Bibliotheken wie zum Beispiel ein länderübergreifender Entwicklungsplan, Bildungsziele,
Qualitätsstandards oder Projektförderung für kommunale Bibliotheken existieren in Deutschland nicht. Bemerkbar macht sich auch das Fehlen
einer Definition der gesellschaftlichen Aufgaben und Zielgruppen von Bibliotheken. Eine fachliche Koordinierungsstelle könnte derartige Aufgaben
übernehmen. Innovative Projekte könnten gefördert, verbreitet und unterstützt werden. Eine Stärkung von länderübergreifenden Koordinations- und Kooperationsmechanismen kann gesamtstaatliche Entwicklungsziele formulieren, Qualitätsstandards abstimmen und einführen und eine erfolgreiche Zusammenarbeit fördern. [...] Die Enquete-Kommission empfiehlt dem Bund und den Ländern die Einrichtung einer Bibliotheksentwicklungsagentur zu prüfen.
